Ambitions in a recession

An interesting debate is starting here in Canada. With a supposedly big drop in individual giving should charities publicly say they are going to acheive less and focus on real quality of change to lives/environment  etc rather than constantly aiming for GROWTH? Like GDP constant growth is doomed to fail at some time.Would such a statement increase trust and confidence? Is a promise of doing less likely to make donors give more?
